Approach
CACILM is being implemented in a multi-country framework, which includes a 10-year program (2005-2015) of activities in each country based on their respective National Programming Framework (NPF).
The NPF describes each country's problems of land degradation and analyzes the natural and human-made causes. The NPF has projects/activities in the following areas:
- capacity building for strengthening the enabling environment
- capacity building for integrated land-use planning and management
- sustainable agriculture in irrigated land
- sustainable forest and woodland management
- sustainable pastureland management
- integrated resource management
- protected area management and biodiversity conservation
- remediation in the Aral Sea
At the multi-country level, activities include:
- sustainable land management and integrating them into planning and management
- developing a sustainable land management
- developing a sustainable land management information system
- promoting sustainable land management research
- supporting knowledge management and information dissemination
Projects
CACILM showcases an initial 8 priority national projects and 2 multicountry projects:
National Projects
- Rangeland Ecosystem Management in Kazakhstan
- Southern Area Agriculture and Development Project and Mountain Pasture Management in Susamir Valley, Kyrgyz Republic
- Rural Development and Demonstrating Local Responses to Combating Land Degradation and Improving Sustainable Land Management in Southwest Tajikistan
- Capacity Building and On-the-ground Investments for Integrated and Sustainable Land Management in Turkmenistan
- Achieving Ecosystem Stability on Degraded Land in Karakalpakstan and the Kyzylkum Desert and Land Improvement in Uzbekistan

- CACILM Multicountry Partnership Framework Support
- CACILM Multicountry Capacity Building Project
Coordination
Multicountry
- A CACILM Steering Committee consists of national government representatives, development partners and other interested international organizations
- provides overall direction of CACILM implementation;
- approves changes to the CACILM work plan and financing plan;
- endorses proposals for funding; and
- monitors performance of CACILM program activities.
- ADB chairs the CACILM Steering Committee.
- CACILM Secretariat in Bishkek, Kyrgyz Republic supports the work of CACILM Steering Committee
National Level
- National Coordination Councils in each country consists of UNCCD Focal Point and representatives of key government ministries; NGOs, private sector and civil society:
- coordinates the implementation of projects and activities mandated by the national programming framework;
- supervise and monitor the performance of national project activities and report to CACILM Steering Committee; and
- review and endorse proposals for consideration by CACILM steering committee
- National Secretariats support the work of the National Coordination Councils.
Financing
The total program financing is up to $1.4 billion over the period 2006-2015. Committed funding up to end of 2008 is approximately $155 million, of which GEF will contribute $20,000,000 in grant financing.
