Electricity Sector Regulation

The State Energy Agency (SEA) was responsible for power regulation, but was disbanded in October 2005. Regulatory responsibilities have been given to the National Agency for Antimonopoly Policy and Competition Development.

Tariffs

All electricity prices in the Kyrgyz Republic are regulated. While the SEA was in charge, tariff changes were subject to clearance through the office of the President.

Industry Structure

The sector was unbundled into generation, transmission, and distribution functions in 2001. The state-owned company, KyrgyzEnergo, was split into different joint stock companies responsible for generation, transmission and distribution. All major generation facilities are owned by a single joint stock company. Most of the shares in these companies are owned by the government.
