CAREC Members Electricity Regulators Forum
MongoliaElectricity Sector RegulationThe Energy Regulatory Authority (ERA)* is the regulator. It is responsible for licensing, tariff setting, promotion of competition and dispute resolution among licensed energy utilities. TariffsElectricity prices are determined by the ERA, and are unbundled between generation, transmission and retail tariffs.
Fuel MixGenerators serving the central power grid run almost exclusively on coal. The western grid imports most of its power from the Soviet Union. Industry StructureMongolia has several separate generators (5 on the central grid), an independent transmission company, and several, mostly state-owned distribution companies. The transmission company also serves as a single buyer, with the ERA determining how cash entering the system is split between the different firms. The Government retains ownership of the sector, which is shared by the Ministry of Finance (20%), Ministry of Fuel and Energy (41%), and State Property Committee (39%). Management of one distribution company has been privatized, and further privatizations are being discussed. Electricity (2004 data)
