Consultations

Consultation with some Tibetan people

Railway Project have been held with more than 4,000 stakeholders in the project area, including government officials, representatives of nongovernment organizations, affected people, and potential beneficiaries to discuss

  • project alternatives
  • environmental concerns
  • land acquisition and resettlement issues
  • concerns of ethnic minorities
  • economic development potential in both the direct and indirect project areas

More than 55 village surveys and 680 household surveys have been carried out to gather public opinion about the proposed railway, environmental and social assessments, and plan resettlement.

Public opinion surveys have also been conducted with local residents, tourists, and other stakeholders, along with the Environmental Impact Assessment Consultation Workshops held in Dali and Lijiang.

During project implementation, participation of local people will be encouraged to improve the distribution of benefits accruing to them. Activities where people can participate include:


Consultation with some Tibetan people

  • finalizing the railway alignment and under/overpasses
  • hiring of local labor and supply of local materials for railway construction, design of railway stations, and surrounding commercial development areas

Other such activities include resettlement and rehabilitation planning and implementation for villages affected by land acquisition or induced development, as well as implementation of the Ethnic Minority Development Plan.

Local groups and government agencies, such as the All China Women's Federation, the country's largest women's organization, and the Provincial Minority Affairs Bureau, will play key roles in the continued process of consultation and participation.
