Community Infrastructure Component of ETESP

Subcomponents include:

Rural water supply and sanitation

Prior to the tsunami, only 9% of Aceh and 24% of North Sumatra residents had access to piped water. The disaster brought the need for water to a new level of urgency. Along with the immediate assistance to control outbreak of disease, ETESP seeks to develop sustainable water systems for 200 villages in tsunami- and earthquake-afffected areas in Aceh and Nias.

Irrigation

Irrigation schemes suffered damage from both tsunami and earthquakes. The damage consists mainly of deposits of various natures on fields, and partial or complete destruction of the canal and drainage infrastructure. Recent estimates show that the tsunami and earthquakes have affected 121,000 hectares (ha) of irrigated land, including about 14,000 ha on Nias.

The irrigation component plans to rehabilitate more than 90 irrigation systems covering over 60,000 hectares, including 55,000 hectares in Aceh and 5,000 hectares on Nias island (map). Communities participate by prioritizing works to be designed, organizing water user associations for irrigation operation and maintenance and implementing construction through community-managed contracts. The component includes capacity building for water users associations.

Housing

The overall damage has been estimated at $1.4 billion, including reconstruction and rehabilitation costs, temporary shelter, debris removal, tertiary infrastructure repair, and furniture.

The ETESP housing program will cover replacement and repairs of about 8,000 units. Given the urgent need of those without any housing, the focus is on providing new shelters. The program covers housing sites in Aceh Province (including sites on Simeulue island) and on Nias island of the Province of North Sumatera (map). Part of the ETESP housing program is implemented in collaboration with UN-Habitat and international NGOs including Cordaid*, German Agro-Action, Help eV, and Muslim Aid.
