ETESP and Environmental Monitoring

The ADB and GoI are committed to implementing the reconstruction and rehabilitation process in an environmentally sustainable manner. All ETESP subprojects with physical works had to undergo an environmental assessment process in compliance with Government and ADB standards. However, it is critical to note that the ETESP environmental safeguards process does not end with the approval of subproject environmental assessments. During implementation environmental monitoring and reporting also needs to be undertaken to ensure that mitigations are being implemented effectively. This is a requirement of ADB as well as the GoI.

ADB is working closely with ETESP implementing partners and provincial environmental authorities to ensure environmental monitoring is undertaken. As capacity to do so is limited, in many sectors environmental monitoring consulting services are provided. Monitoring and reporting are now underway in most sectors that include subprojects with physical works.

A long term advisor is being provided by ADB to BAPEDALDA NAD to assist with both the environmental assessment process and support their role in environmental monitoring. In November and December 2007 BAPEDALDA NAD began the process of carrying out an independent environmental monitoring program of ETESP subprojects, the first time that BAPEDALDA NAD has carried out such a monitoring program for tsunami and earthquake reconstruction and rehabilitation projects in Aceh. This is seen by both parties as a very positive engagement by BAPEDALDA NAD with ETESP.
