Fiduciary Governance Component of ETESP

ADB is directly supporting BRR in implementing the Financial Management component for:

  1. The Supreme Audit Institution (BPK) through support for
    • the establishment of a special purpose audit office in Banda Aceh
    • the operating costs of undertaking the audit of tsunami funds that are being channeled through the Government

    In addition, the component supported a major International Tsunami Conference conference 'International Conference on Promoting Financial Accountability in Managing Funds related to Tsunami, Conflict and other Disasters'- 25-27 April 2005 - attended by all the Tsunami Supreme Audit Institutions (SAIs), and the donor SAIs including the US Government Accounting Office (GAO).

  2. The BRR in the the design of effective internal control systems for the management/implementation of Aceh reconstruction projects. An external international accounting firm was hired for this purpose and BRR has accepted and operationalized most of the recommendations.
  3. The Ministry of Finance, through the establishment and provision of operating costs of a Special Purpose Treasury Office in Banda Aceh (Kantor Pelayanan Perbendaharaan Negara - Khusus (KPPN-K)) to ensure timely and effective funds flow for rehabilitation and reconstruction projects implemented by BRR. KPPN-K is adopting good governance practices such as:
    • ensuring all transactions takes place in open area, visible to visitors to its office;
    • availing all transaction information on-line, real-time;
    • responding to all submission within 1 day;
    • keeping vigilance over questionable requests for payments.

  4. the Internal Audit structures (Bawasdas) at the local government (provincial and district) level in Aceh who are being assisted in the oversight of the reconstruction projects.
  5. Support for the establishment of the National Anti Corruption Commission (KPK), which includes, among others:
    • prepare and disseminate information on the activities of the KPK Complaints/Grievance Office with donor organizations, government institutions, NGOs, the business community and the general public;
    • receive and follow up all complaints and reports on irregularities; for this purpose develop and foster good working relationships with all institutions involved in combating anti-corruption, such as the local, provincial and national police, BPK and its provincial arm, the Attorney General's Office, and BRR;
    • arrange fraud and corruption case handling by KPK auditors and investigators;
    • prepare and conduct regional technical assistance workshops with community representative participation to promote the transparency of transactions in connection with the rehabilitation and reconstruction program;
    • prepare and conduct workshops on capacity building to Bawasdas.
    • provide advocacy and consultation assistance to NGOs and student executive bodies in relation to aid distribution, utilization, implementation and monitoring;

  6. Financial management training for selected Acehnese NGOs who are receiving substantial funds through bilateral donors.
