Physical Infrastructure Component of ETESP

Spatial planning and environment management

ETESP developed Kecamatan Action Plans (KAPs) for 19 subdistricts (Kecamatans), all on the west coast Kecamatans in Aceh and Nias. KAPs focus on physical infrastructure needs, social infrastructure needs, and environmental risks and constraints.

ETESP has also supported the preparation of village spatial plans for 73 heavily damaged villages in Aceh. These plans facilitate the reconstruction of houses and village infrastructure.

ETESP is supporting spatial planning work in 4 Kabupatens covering 28 Kecamatans (subdistricts) in Aceh and Nias. The areas include Aceh Selatan and Simeulue in the province of Nanggroe Aceh Darussalam and Nias and Nias Selatan on Nias Islands. The Kecamatan Spatial Frameworks and Action Plans focus on identifying key infrastructure and livelihood projects for the entire Kecamatan including the tsunami affected areas. This planning programs has identified over 500 projects for a total investment value of $132 million.

In addition, ETESP is supporting the development of Kabupaten Spatial Frameworks across the East Coast of Aceh. This assistance will work in tandem with BRR's Infrastructure Reconstruction Enabling Program (IREP) funded by the Multi Donor Fund (MDF)* to strengthen institutional capacity and identify key infrastructure projects which can be considered for funding through the MDF Infrastructure Reconstruction Financing Facility (IRFF) and by the provincial and district governments using local funds.

Finally, ETESP has also assisted in the preparation of a development plan for Labuy, a new urban settlement close to Banda Aceh, the capital of Aceh Province.

Roads and Bridges

Of the six major roads in the affected areas, 22% of the road pavement and 10% of the bridges are estimated to be either severely damaged or completely destroyed. Overall damage to transport infrastructure is estimated at $178 million.

The ETESP will rehabilitate and improve critical sections of roads and bridges on the north and east coast of Aceh that play a vital role in the transportation of goods for the Aceh reconstruction program. Three roads have been selected for this purpose comprising:

  • the Krueng Raya Road connecting the Malahayati Port with the city of Banda Aceh;
  • the Ulee Lheue Roads in Banda Aceh which provide access from the West Coast Road and city of Banda Aceh to the Ulee Lheue Ferry Port and Fishing Port;
  • the main East Coast Road from Banda Aceh to the provincial border of Aceh with North Sumatra, which is the main route for road transportation of goods brought in through the Belawan Port in the city of Medan in North Sumatra
Energy sector

Damage to public power supply is concentrated in Aceh, particularly in Banda Aceh, Bireuen, Meulaboh, and Sigli regions. The main damage is to distribution networks.

The ETESP will rehabilitate low voltage distribution systems including transformers will be rehabiltated in 5 districts and towns (Banda Aceh, Pidie, Aceh Jaya, Aceh Barat and Aceh Besar).
