Social Services Component of ETESP

BRR requested a reprogramming of the health and education components in late 2005. This has delayed the implementation of these two ETESP components. The design of the reprogrammed education component has now been completed and procurement of learning materials expected to start before year end. For health, an agreement was reached recently to expand the geographic coverage of this component through the inclusion of Nias.

The social services component aims to rehabilitate and reconstruct health and education facilities, and support skills development of the affected population through vocational training.

Health

The damage and loss assessment for the health sector estimated that Aceh suffered damage of $82 million, with about 75% borne by public sector facilities. The estimates include the cost of reconstruction of lost or damaged buildings, replacement of damaged equipment, replacement of staff perished in the disaster, and additional cost of health treatment and public health interventions in response to the disaster.

Education

About 600 schools in Aceh and North Sumatra are estimated to have been destroyed or damaged extensively.

An estimated 2,500 teachers are estimated to have died, and about 70,000 children have been displaced. Many teachers and students are severely traumatized.

The total cost of rehabilitation and reconstruction in the education sector is estimated by the Government at over $700 million, with primary to senior secondary schools and madrasahs accounting for $300 million.

The ETESP will support rehabilitation and reconstruction of educational institutions.
