First Planning and Consultation Workshop on the GMS Energy Strategy

Background

GMS is one of the fastest growing subregions in the world today, in spite of several adverse internal and external shocks. Since 1992, the economies of Cambodia, Lao People's Democratic Republic, Myanmar, Thailand and Vietnam as well as Yunnan province of the People's Republic of China (PRC) have agreed to pursue a program of regional cooperation to foster their sustained economic and social development. The Guangxi Zhuang Autonomous Region joined the program in 2004. GMS member countries have focused on the energy sector as one of their priority areas. The ADB, in partnership with the GMS countries, has initiated a comprehensive study to define a regional energy strategy that will ensure efficient and affordable access to modern energy services for all There are, however, environmental costs associated with energy supply and use; and these energy-environment concerns extend well beyond national borders. This workshop will focus on identifying approaches for addressing the energy-environment issue.

This workshop is the first in a series of regional and national-level consultations to be organized over the course of the next few months to gather inputs for a regional energy strategy. To start this participatory process, a draft analytical framework and methodology has been prepared and will be presented to a diverse group of participants as a starting point for discussion for the regional energy strategy.
