About LEAP

The Asian Development Bank (ADB) is providing a regional technical assistance (RETA) called Leadership Enhancement and Advancement Program (LEAP), which aims to strengthen the professional competencies of senior and middle level executives in public and private sectors in 13 of the 14 PDMCs.

In line with ADB's Pacific Strategy 2005-2009, LEAP seeks to contribute in the overall effort to address major governance issues in the Pacific through a package of support to leadership development and partnership building.

Cognizant of the need to develop cadres of competent and responsible leaders to steer the tasks of nation building, LEAP will strengthen the foundations for the delivery of continuous, competency-based, responsive, and demand-driven training courses for selected leaders. It will develop an in-service training program [ PDF ] jointly with partner-institutions to address the specific requirements of government, private sector, and civil society.

Over the next two years, LEAP will generate the following outputs:

  • training needs analysis (TNA) of PDMC leaders
  • benchmarks of leadership competencies
  • training course design for leaders
  • monitoring and evaluation framework for measuring learning achievements and outcomes
  • plan and strategies for strengthening network of learning institutions and service providers in the region
  • training of trainers.

LEAP will be implemented and institutionalized in three different phases:

  1. analyzing needs, developing courses, and training initial group. This RETA is limited to the first phase.
  2. implementing LEAP on-site as far as practicable. Networks of training service providers and twinning arrangements will either be enhanced or created when viable.
  3. merging distance education and applicable e-learning options with on-site program to accelerate and increase coverage and further enhance sustainability.
