Wangan Aji Micro-Hydro Project, Indonesia

Total Project Cost : $240,500

PEP Financing : $182,000

Approval Date : 30 June 2004

Executing Agency : Directorate General for Electricity and Energy Utilization

Implementing Agency : Indonesian Renewable Energy Cooperative (KOPENINDO)

Project Officer : Sujata Gupta, Southeast Asia Department

Type of Intervention : Pilot Intervention

Objectives
The project aims to construct and operate a decentralized and community-based micro-hydro plant that will provide electricity to the community of Wangan Aji and generate income from sale of surplus electricity while preserving the natural environment. It also seeks to demonstrate the technical viability of utilizing the irrigation channel in Wonosobo for electricity generation and prove that such an approach is economically feasible under the government instrument of "PSK Tersebar"- a facility that promotes the development of distributed small power generation utilizing renewable energy sources.

Poverty-Environment Linkage
This pilot intervention is expected to respond to the poverty-environment nexus by increasing the livelihood generation options and providing environmental benefits in terms of preservation of natural vegetation in the catchment area and air emission reduction by shifting from use of kerosene lamps and fossil fuel-based electricity generation to use of micro-hydro power.

Expected Outputs/Outcomes
  • Well-functioning micro-hydro project
  • Electricity off take and distribution system
  • Profit generating village cooperative
  • A revolving fund established and operated by the village cooperative using profits from the micro-hydro project
  • Increased livelihood opportunities with the improved supply of electricity
  • Better health outcomes due to reduction in indoor air pollution
  • Improved environmental quality through catchment area protection and decrease in air emissions (carbon dioxide and nitrogen oxide)
Major Components and Activities
  • Feasibility study and engineering survey
  • Construction of micro-hydro project including civil works and equipment installation
  • Construction of transmission and distribution lines
  • Skill transfer to local stakeholders
  • Development of benefits sharing plan

Status : Ongoing
