Linking Planning and Management of Integrated Road Network Development

TA4322-PRC : Poverty Impact of Area Wide Road Network in the People's Republic of China

ADB gives high priority to poverty reduction in its efforts to promote socioeconomic development and sustainability in developing member countries (DMCs).

The scope of ADB-financed road projects in the People's Republic of China (PRC) has been broadened to include improving local roads, thus providing better access to poor communities, as well as financing expressways. ADB's operational approach revolves around two concerns:

  1. developing the National Trunk Highway System (NTHS) to connect the key economic growth centers, and
  2. improving local roads to increase the likelihood that the poor will benefit from the investment

Adopting an area-wide approach to road network planning-one that links NTHS and local roads-can significantly help eliminate poverty and optimize transport system efficiency.

This site describes the key results of Technical Assistance 4322-PRC: Poverty Impact of Area Wide Road Network, which has been implemented by the Transport Division, East Asia Regional Department, and managed by Kim Jraiw, Senior Transport Specialist.

The TA, from the Poverty Reduction Cooperation Fund, financed by the Government of the United Kingdom, will help optimize future road investments in the PRC and maximize their benefits for the poor by improving the linkage between local roads and the National Trunk Highway System.
