Implementation Arrangements

The Project is managed by ADB's East Asia Transport Division (EATC) of the East Asia Department (EARD), through Kim Jraiw, Senior Transport Specialist.

Other parties involved are:

  • Executing Agency: Ministry of Communications (MOC)- responsible for monitoring of TA activities and provide ADB and consultants with the required information.


  • Steering committee: chaired by the Director General of Comprehensive Planning Department (MOC), and comprising members from the National Development and Reform Commission (NDRC) and Ministry of Finance (MOF).


  • Team of national experts - provide guidance and assess TA outputs.


  • Team of international and domestic consultants - engaged in November 2004 to implement the TA.


  • Transport Planning Unit (TPU) - established by the MOC to act as an expert body and promote outcome of the TA. The main team is in Beijing as part of the MOC, and another team is in Guangxi as part of the Communications Department. The TA equipment will be transferred to the TPU after the TA. Members of the TPU will be trained by the consultants.
