Complementary Projects

Following the issue of the new rural roads development plan in 2005 ($100 billion), several provinces have now requested foreign fund, through the MOC, to implement the plan. The new rural roads developed plan is closely related to the TA objectives, and activities. The TA has helped in the development of the plan, while its output will facilitate the plan implementation.

To strengthen the efficiency of the TA output, address key policy issues, and help in the implementation of the new rural roads development plan, complementary projects were conducted, and covered the following areas :

1. Prioritization of the Rural Roads Investment in the Western Region 2007-2010

A domestic consultant was hired for 2 person-months to carry out a study in 9 provinces, to prioritize the investment of rural projects. A priority was given to the provinces which have already involved in the ADB-Financed Projects. The consultant has developed a priority list of the rural road projects for the 2007-2010 period, and provided advice to the Government.

2. Road Maintenance and Asset Management, and Intelligent Transport System (ITS)

To optimize the operation of the road network, 2 domestic consultants were hired for 2 person-months each, to study the various road maintenance and asset management, and ITS issues of the road networks. The studies were carried out in selected provinces.

3. Road Safety Assessment Guidelines

A domestic constant for 1.5 person- months was engaged to

  1. refined the road safety assessment guidelines of the proposed feasibility study of the TA;
  2. incorporate key issues of the MOC's proposed safety audit guidelines of non-expressway projects,
  3. develop a check list to facilitate road safety assessment during the feasibility study and other stages of the projects.
The guidelines have also been included in the Final Improved Guidelines for Road Network Feasibility Study of the TA.

The projects have assessed rational and funding, including current budgetary, domestic bank and multilateral developed bank issues.
