Integrated National Road Safety Program

Road safety is an interdisciplinary field. Successfully maximizing road safety requires a focused, comprehensive, well-planned, and multi-dimensional program. The program should allow the public sector, private enterprise, and civil society to work together toward a common goal. To ensure an effective and sustainable road safety program, strong support from political leaders is essential.

The road safety program is based on the integration of the 3 'Es' of

  1. Education: for the leaders, road users, road agencies, police, school children, and the general public
  2. Engineering: introduce safety conscious planning and design for roads and traffic schemes, and for remedial measures at accident blackspot locations
  3. Enforcement: introduce policies for targeted enforcement aimed at changing unsafe road user behavior

To ensure the program is effective on a day-to-day basis, all involved agencies will be required to practice the 3 'Cs' of

  1. Cooperation: develop joint road safety priorities and inter-agency working arrangements
  2. Coordination: share information on traffic accidents, accident blackspots and road safety issues
  3. Collaboration: develop solutions and plans to address specific road safety issues and monitor their effectiveness
