Travel Demand Management & Road User Charges

TDM is now emerging as a fashionable concept in plans for sustainable transport development, due to the ever increasing demand for more road space and because traditional traffic management techniques have reached their effective limits, particularly in the developed nations.

TDM's goal is to modify tripmaker behaviour, optimize the use of road space, and integrate operations of various transport modes, to improve transport safety, and efficiency, minimize environmental impacts, and promote socioeconomic benefits. TDM is a developing discipline and its measures include

  • optimize road investments and use of road space
  • integrating urban road transport with urban characteristics
  • sustainable transport planning
  • plan efficient journeys
  • reduce the unnecessary mileage driven on the road network
  • promote vehicle emissions control and environmentally responsible system
  • maximize road safety
  • integrating urban and intercity road networks
  • effective and integrated management of road traffic
  • encouraging intermodal development
  • targeted traffic law enforcement
  • road user charges
  • sustainable road maintenance
  • promote efficient driving and vehicle standards
  • promote public transport and no-motorized transport operations

The key to TDM's success is the use of the right measures. This depends on factors such as the objective of the strategy, local conditions, and nature of the built-up area…etc. In Asia, some TDM measures are currently in use such as the Area Licensing Scheme in Singapore, Electronic Road Pricing in Hong Kong, and partial restriction of vehicle use in Manila.
