Capacity Building in Traffic Safety Planning and Management
OverviewBackground Rapid traffic growth on the largely substandard road network has led to increasing congestion and traffic accidents in the People's Republic of China (PRC). The Government of the People's Republic of China has started to address these problems by promoting better road traffic management though the use of modern technology and by training traffic police. However, many traffic police still need to be trained. The Government needs assistance to introduce new technologies and continue building capacity in traffic planning and management to improve road safety. Technical Assistance ADB provided a Technical Assistance (TA) of $600,000 in 1999 on a grant basis from the Japan Special Fund. The Government has contributed an additional $300,000 to cover the costs of office accommodation and local transport, counterpart staff and support services, training, and other facilities related to TA implementation. The TA has been implemented by the East and Central Asia Division, ECRD, and managed by Kim Jraiw, Transport Specialist. Implementation Arrangements The Ministry of Public Security (MPS) has overall responsibility for road safety management in the PRC, while the Ministry of Communications (MOC) is in charge of safety issues related to inter-urban road design, construction, and management. The provincial governments are responsible for the design and construction of local urban and rural roads. The Executing Agency (EA) for the TA is the Traffic Management Bureau (TMB) of MPS in Beijing. Traffic Management Research Institute (TMRI) is in charge of training MPS staff and has good training facilities; hence, the TA implementation unit was established at TMRI, Wuxi, Jiangsu Province, to undertake the TA activities. Technology Training Associates Ltd. (TTA) was engaged in May 2000 to conduct the TA. The TA implementation unit consists of international consultants and domestic consultants. The project is managed by ADB's East and Central Asia Infrastructure Division (ECID) of the East and Central Asia Regional Department (ECRD).
