Country Programming Framework

The program will be developed through the formulation of a Country Programming Framework (CPF), which will represent the agreement between the Government of PRC and GEF to commit resources towards these sequenced priorities over an agreed time frame. The CPF will be developed with the full engagement and participation of key PRC agencies and sector specialists, as well as the GEF family and other interested development partners. It is conceived as a multi-source and multi-channel framework for collaboration among partners.

The CPF will contain these elements:

  • analysis of critical policy, legislative, and institutional issues to make recommendations to improve the enabling environment
  • recommendations to harmonize sectoral plans and strategies
  • identification of priority ecosystems and areas for support
  • preliminary investment packages for priority sites
  • objectives, milestones, and indicators for combating land degradation

The CPF, including a proposal for an initial Project on Strengthening the Enabling Environment and Building Institutional Capacity, was developed during 2002 and the Framework Brief [ PDF ] was approved by the GEF Council at its meeting on 14-15 October 2002 in Beijing.
