PRC/GEF Partnership Project

This technical assistance project will prepare

  • a multisource, multisectoral country programming framework, outlining a policy matrix, priority investment programs in selected ecoregions and commitments among partners
  • the supporting GEF project brief
  • prefeasibility level assessments of suitable high-priority investments for GEF/ADB/ aid agency support

The project began in January 2002, with the fielding of a team of national and international consultants. A national steering committee of leading government agencies was established and program management office was located in the State Forestry Administration, with representatives of several line agencies.

A Steering Committee and a Project Management Office have been established for the Partnership.

An inception workshop was held in February 2002 and a first draft Country Programming Framework (CPF) was developed in July. This and various subsequent drafts were improved and refined in consultation with PRC government agencies and provincial authorities, international development organizations and the GEF Secretariat to produce a final Framework Brief for consideration at the GEF Council meeting in October 2002.

This document includes

  • a background section on land degradation in western PRC (including its global significance)
  • the Government's strategy including policies, laws, programs and plans for land degradation prevention and control
  • lessons learned
  • principal barriers that need to be overcome to effectively combat land degradation.

A second section describes a phased, ten-year program, governed by the CPF that consists of a combination of activities to improve the enabling environment and demonstration projects to test and replicate innovative approaches based on integrated ecosystem management. The CPF includes a proposed four-year project on strengthening the enabling environment and building institutional capacity.
