Why an ADB Strategy?

The current Pacific Strategy for the New Millennium acknowledges the direct links between poverty reduction and environmental management, and calls for the integration of environmental and natural resources dimensions into all ADB assistance to the region. However, it does not present specific guidance on how to incorporate environmental concerns into ADB operations nor an agenda of direct interventions to achieve environmental improvement.

Objective

The new ADB Pacific Region Environment Strategy aims to formulate a strong and well-articulated regional environmental strategy based on a review of the major environmental challenges in the region that clearly formulates the strategic objectives and activities for ADB's assistance for 2005-2009.

The environmental strategy will detail specific modalities for intervention, through country and/or regional environmental assessments, technical assistance, and lending programs. It will also ensure that environmental considerations are integrated into these activities.

This strategic framework in its various components will constitute an important input to the new Pacific Regional Strategy for 2005-2009, whichis is also under preparation.

Scope

To meet these objectives, the strategy exercise is

  • reviewing the current state of the Pacific environment, focusing on major environmental issues facing the region, as well as the major characteristics of the Pacific Islands that shape both their development prospects and the main challenges for environmental management
  • analyzing past assistance, lessons learned, and experience, both by ADB and other major funding institutions, reviewing priority frameworks for action
  • implementing case studies to generate insights on potential environmental management strategies and approaches that will help facilitate integration (mainstreaming) of environmental considerations into development processes and decision making
  • holding consultation meetings with key stakeholders and players to ensure that their views, needs, and requirements are incorporated in the strategic framework
  • reviewing a selection of existing ADB Country Strategy and Program Updates (CSPU) and identifying priority environment-related technical assistance and projects, as well as areas for environmental mainstreaming
  • formulating the core strategy by establishing new directions for ADB environmental assistance in the region as well as the improved mainstreaming of environmental concerns into ADB operations
  • ensuring that ADB's Environment Policy is fully implemented in the Pacific region
