ICT for Customs Modernization and Data Exchange
The use of information and communication technology (ICT) for automation of customs services and data-sharing helps reinforce the member countries' customs legal reforms and simplification of customs procedures, and improve transparency and efficiency of customs services.
ICT also improves governance and reduces corruption by reducing direct interfaces between customs officers and traders in customs clearance. Adequate ICT infrastructure is essential for introducing modern customs practices such as risk management, post-entry audit, and single window.
ADB activities:
- The Singapore Forum was held in January 2005 to help member countries address the issues and challenges in the development of a unified information automated information system (UAIS). Singapore shared its customs automation experience in the seminar.
- ABD published a handbook on Singapore's TradeNet System in March 2005.
- In light of Uzbekistan's proposal on data exchange, ADB prepared a paper on the "WCO's Data Model and Implications for the CAREC's Trade Facilitation Initiatives."
- The Seminar on Trade Facilitation and eGovernance, was held in Korea in December 2005 to share Republic of Korea’s e-governance solutions and best practices, and promote cooperation between customs and tax administration agencies through ICT.
- The Forum on eGovernment and Trade Facilitation was held in January 2006, in Singapore. It focused on the experience of Singapore in the application of e-government on tax reforms and customs modernization.
- The Forum on Trade Facilitation and Customs Reform and Modernization was held in April 2006 in Japan to discuss issues pertaining to customs modernization and risk management, and to present modern customs tools for trade facilitation developed by WCO. Japan shared its customs reform experience in the forum.
