Customs Reforms and Modernization: Strategy and Experience of Thai Customs
This paper is an offshoot of the Regional Seminar on Trade Facilitation and
One Stop Service held in Bangkok, Thailand on 27-29 July 2005. The Seminar was cosponsored
by ADB, the Department of Thai Customs, and the World Customs
Organization (WCO). The paper provides an overview of the customs reform and
modernization strategy implemented by the Department of Thai Customs as well as
the issues and challenges that it faces as it embarks on a more integrated trade
facilitation in partnership with the private sector and cooperation with trade-related
agencies. The experience of Thailand highlights the importance of strong leadership
to establish a world-class customs, mobilization of public resources, and active
participation in regional cooperation initiatives and international conventions. Distilling
lessons learned such as that of Thailand’s, can help CAREC member countries avoid
mistakes and effectively utilize their public resources for customs reform and
modernization.
