RISK MANAGEMENT: Catalyst of Customs Reforms and Modernization

Experiences and Initiatives of CAREC Participating Countries

Risk management is a key thrust of the Revised Kyoto Convention and one of the priority areas of CAREC’s trade facilitation program. With rapidly increasing international trade and heightened security concerns, customs administrations worldwide need to balance their dual functions of control and revenue collection with trade facilitation. Risk management offers such a tool allowing customs to ensure smooth and speedy flow of goods while minimizing risks of missing inspection of illicit transactions.

The paper is a synthesis of the Trade Facilitation Program’s regional seminars and forums, particularly, seminars and workshops on risk management and post-entry audit held in Urumqi, PRC in September 2003; Tashkent, Uzbekistan in November 2004; and Shenzhen, PRC in June 2005.
