Singapore's TradeNet System

A key objective and performance indicator of the trade facilitation program is the development of a unified automated information system (UAIS) for customs services among its member countries. Automation of customs services through UAIS is seen as a major step toward improving efficiency and reducing corruption in customs-related practices.

Development of the UAIS, however, entails challenges, from the design of a master plan, to the system's phased implementation and maintenance. It also requires the training of staff and management of changes, which tend to receive less attention than investment activities.

Singapore's experience shows that human resource development and change management are as important as the other aspects in the development of the UAIS. Distilling lessons learned such as Singapore's can help CAREC member countries avoid mistakes and effectively utilize their public resources for customs modernization.
