Assessment Process

The assessment of ADB research products involves the following components:

Quick review of knowledge publications (completed)

The review covered all non-operational (i.e., excluding project and program analysis and documentation) knowledge publications published during the period on adb.org, adbi.org, or any other publicly available channel.

It has compiled an initial draft list (238 ADB research products [ PDF ] published during 2002-2004 were identified, out of 381 publications reviewed) of ADB research products, and looked at the relationship between numbers of research products covering each research topic, ADB's Long Term Strategic Framework (LTSF) pillars and themes, and thematic distribution of loans, technical assistance, and regional technical assistance projects.

Preliminary findings include the unequal distribution of research products across LTSF pillars and themes, and the lack of a bank-wide system for tracking, prioritizing and maintaining quality control of research.


Operational efficiency study (on-going)

This activity will generate information on the following

  • cost of preparing each study, broken down by ADB staff time, consultant cost, total ADB cost, and costs paid by partners (if available)
  • process used for prioritizing research, and what steps were taken to disseminate research products
  • indications that research findings have influenced ADB operations, or have helped to shape policy debates in DMCs and the broader development community

The stocktake of 2002-2004 research products will then be analyzed in more depth, including analysis of total expenditure in each LTSF thematic area, balance between in-house and outsourced research, priority setting, dissemination, and impact.


Market survey (on-going)

The survey will involve ADB staff and clients. With the main objective of assessing effectiveness of ADB research products, target respondents will be invited to participate in a survey to assess their use and perception of ADB research products.
