E-Learning Toolkits for Improving Transparency and Accountability in the Delivery of Public Services

A significant part of ADB programs and operations is directed at improving the quality of public services in DMCs and an increasing component of its investment is directed at building capable institutions that form part of the service delivery chain. It is within this context that two e-learning toolkits for improving local governance and service delivery - CRC methodology and CIB techniques - were produced. CRC and CIB have been acknowledged as international best practices to improve quality of public services.

With technical and financial support from ADB and the Asian Development Bank Institute, the CRC and CIB e-learning toolkits were designed and developed by the Public Affairs Centre* (Bangalore, India) and the Australian Continuous Improvement Group* (Melbourne, Australia), respectively.

The e-learning toolkits contain self-paced learning modules that enable users to develop the basic competencies to successfully apply CRC methodology and CIB techniques. The simply structured modules in the e-learning toolkits enable users to understand the conceptual, technical, managerial and operational details of CRC methodology and CIB techniques.
