Improving Responsiveness and Efficiency of Public ServicesCitizen Report Card (CRC) Methodology. The mentoring program involving the Public Affairs Centre (PAC) of Bangalore, India and UP-NCPAG completed the client satisfaction survey of water services provided by the Naawan municipal government including the presentation of its findings to local government officials and stakeholders in January 2007. UP-NCPAG Team has likewise completed the survey of business licensing, issuance of building permits, and health services provided by the Quezon City government. Public presentation of survey results and advocacy for action are scheduled in July 2007. Efforts are likewise underway for the incorporation of the citizen report card methodology in the teaching and training curricula of UP-NCPAG. In Pakistan, PAC is closely working with the National Institute of Public Administration (NIPA) in Karachi and the South Asia Partnership-Pakistan (SAP-PK) in Lahore. Both NIPA and SAP-PK are currently undertaking the preparatory work for the CRC surveys of selected local government units. Public presentation of survey results for Karachi and Lahore will be done by September 2007. It is similarly envisaged that the CRC methodology will be incorporated in the regular programs of NIPA and SAP-PK. Continuous Improvement and Benchmarking (CIB) Techniques. The Australian Continuous Improvement Group (ACIG) of Melbourne, Australia and UP-NCPAG completed the improvement plan of water services in Naawan municipality. The CIB implementation plan is presently being finalized by the counterpart team in Naawan for presentation to and appropriate action of the local chief executive and local council. ACIG and UP-NCPAG have likewise partnered with the Makati City government in applying CIB to improve its solid waste collection facility. The Makati counterpart team is currently undertaking the survey of customers and investigation of problems. The CIB exercises for Naawan and Makati are expected to be completed by September 2007. CIB mentoring program with NIPA and SAP-PK are likewise being managed by the ADB Project Team through the Project Coordinator. The plans and schedules are being discussed and agreed upon with NIPA and SAP-PK. Promoting CRC and CIB in Indonesia. Plans are also being worked out to conduct CRC and CIB workshops for faculty and staff of the Center for Population and Policy Studies (CPPS) of Gadjah Madjah University in Yogyakarta. CPPS has expressed interest to provide CRC and CIB training courses for its students and trainees as well as to apply them in actual service delivery environments. | |||||||||||||||||||||||||||||||||||||||||||||||||
