Strengthening and Sustaining the Fight Against Corruption


NAPSIPAG-IPE Anti-Corruption Pilot Course, 18-22 June 2007, Hyderabad, India

Capacity Development of the Malaysian Anti-Corruption Academy. As part of the Project’s assistance in the design, development, and delivery of anti-corruption training courses in the region, the Academy completed a two-week pilot workshop on strategic management of anticorruption program in Kuala Lumpur for 27 middle-and-senior level government executives from 11 to 22 June 2007. The workshop participants expressed appreciation of the pilot course which they found to be very informative, relevant, and useful. The feedback and recommendations of the workshop participants, resource persons, and consultants are being taken into account in the finalization of the design of the upcoming regional workshops to be conducted by the Academy with Bank’s support. Annex 1 presents the workshop program.

A two-week workshop and a five-day executive’s course will be conducted by the Academy on 13-24 August 2007 and 3-7 September 2007, respectively. Participants to these events will be nominated by the member countries of the Asian Development Bank and Organisation for Economic Co-operation and Development Anti-Corruption Initiative for Asia and the Pacific.

Collaboration with Educational and Training Institutes. Cognizant of the critical role of academic and training institutions in combating corruption, the Project is also collaborating with the Network of Asia Pacific Schools and Institutes of Public Administration and Governance (NAPSIPAG) in the design and conduct of anti-corruption training courses. It is envisaged that these courses will complement the courses conducted by the Academy. In this regard, NAPSIPAG is facilitating the delivery of two in-country programs in India and the Philippines through the Institute of Public Enterprise, Osmania University Campus in Hyderabad and the National College of Public Administration and Governance (NCPAG) of the University of the Philippines (UP).

UP-NCPAG Hosts High Level Anti-Corruption Workshop. Open discussions and critical analyses of how to win the fight against corruption in the Philippines will be the main focus of the one-week intensive workshop on 9-13 July 2007 to be conducted by the Center for Policy and Executive Development of UP-NCPAG. To be conducted in collaboration with NAPSIPAG, INTAN of Malaysia, and the Asian Development Bank, the workshop will highlight experiences, lessons, and concrete recommendations on the way forward not only by top Filipino executives who have led efforts to combat corruption, but also the target participants of the workshop who are public administration practitioners and strategically positioned to influence reform initiatives.

Resource speakers include Ombudsman Merceditas Gutierrez, former Ombudsman Simeon Marcelo, former Budget Secretary and UPNCPAG Professor Emilia Boncodin, former Civil Service Chair and Social Work Secretary Corazon Alma de Leon, former Prime Minister Cesar E.A. Virata, Mr. Vince Lazatin of Transparency and Accountability Network, and Philippine Anti-Corruption Advisor Tony Kwok. The workshop will be participated by a select group of about 25 officials from the Commission on Audit, Civil Service Commission, Department of Budget and Management, Department of Justice, Office of the Ombudsman, Philippine National Police, National Bureau of Investigation, local government units, legislative branch, among others. Annex 2 shows the UP-NCPAG program.
