What is the focus of ADB's support for the rehabilitation and reconstruction of Aceh and Nias?

ADB's support is provided through four different channels:

  1. The Earthquake and Tsunami Emergency Support Project (ETESP), which is a $290 million multi-sector grant facility to support 5 sector groupings and 11 components:
    1. livelihood (agriculture, fisheries, small and microenterprises)
    2. social (education and health)
    3. community infrastructure (housing, rural water supply and sanitation, irrigation
    4. physical infrastructure (spatial planning, roads and bridges, power)
    5. fiduciary governance
  2. A contribution of $10 million to the Multi-Donor Trust Fund.
  3. Loan funds totaling $51 million for 10 projects for which the geographic scope has been changed to include Aceh.
  4. A bilateral grant from governments of the United Kingdom, Netherlands, Canada and Luxembourg totaling $21 million

Where do the funds come from for the financing of ETESP?

The Asia Tsunami Fund was established approximately 6 weeks after the December 2004 Tsunami disaster. ADB has contributed $600 million from its own capital to the fund. The fund will be used for rehabilitation and reconstruction assistance projects in Indonesia, India, Maldives, Sri Lanka, and Thailand.

Does ADB contribute to the Multi-Donor Fund (MDF) for Aceh and Nias ?

ADB joined the MDF soon after it was formally established in May 2005 and contributed $10 million from the Asian Tsunami Fund. ADB is a member of the MDF steering committee.

Who is implementing ETESP?

The Government of Indonesia has assigned the Badan Rehabilitasi dan Rekonstruksi (BRR) Aceh-Nias as the Executing Agency for ETESP.

How long will it take to complete the ETESP program?

The ETESP program is scheduled for completion by end June 2008.

Are there opportunities to access ETESP funds to restart my business?

ETESP supports organizational strengthening and recapitalization of rural banks through the $8.5 million Microfinance Innovation Fund (MIF). Applications for loans for small and microenterprises can be obtained rom the participating rural banks once the MIF becomes operational in early 2007.

As a contractor or supplier of goods, how can I participate in the contract bidding process?

The project management units (Satkers) appointed by BRR are responsible for the procurement of civil works and goods. The procurement is to be undertaken in accordance with the ADB Guidelines for Procurement and the ADB Disaster and Emergency Assistance Policy.

Are NGOs involved in the implementation of ETESP?

ETESP is implemented mainly through BRR in collaboration with provincial government departments. NGOs are involved in the implementation of ETESP's housing component and the small and microenterprise development component. A national NGO has been engaged to facilitate implementation of agriculture, fisheries and irrigation components.

I have a complaint related to an ETESP supported activity - where can I go?

You can approach the ETESP Village Facilitator, Site Adviser or Community Mobilization Specialist in your area, or the concerned BRR Satker (Project Implementation Unit) in-charge of the activity or the BRR grievance focal points for ETESP. You can write, visit, telephone, or email the Head of Extended Mission for Sumatera in Banda Aceh and Medan and the Indonesia Resident Mission in Jakarta.

How is ADB ensuring that ETESP funds are properly used?

ADB's Extended Mission in Sumatra (EMS) was established to ensure that social and environmental safeguard requirements are met, and procurement and financial controls are instituted for all ETESP subprojects. ETESP also supports overall fiduciary oversight of the rehabilitation and reconstruction funds through support to BPK, KPPN-K, KPK and the provincial BAWASDAs.
