Subproject Preparation Reports - SPPRThe SPPR includes detailed technical design, implementation setup, procurement plan, detailed social design and environmental designs. An SPPR may also include a Land Acquisition and Resettlement Action Plan (LARAP) or a Community Action Plan (CAP) involving land issues, and an IEE (Initial Environmental Examination) or an Environmental Impact Assessment (EIA) depending of the subproject's environmental impact and environmental categorization1. Each SPPR is reviewed by ADB to ensure that the quality of sector/subproject design. LARAPs, CAPs, IEEs and EIAs comply with the ADB safeguard policies. CAPs, LARAPs affecting up to 200 people (50 families) and IEEs will be approved at EMS level. LARAPs affecting more than 200 people (50 families) and EIAs will be instead reviewed and approved by ADB headquarters. Based on the result of the SPPR review, ADB gives a no-objection to the procurement of works/goods related to the proposed subproject. IEEs must also be approved by the Provincial Environmental Agencies. In principle, LARAPs will have to be implemented prior to the initiation of civil works for the relevant subprojects. Likewise, IEEs and EIAs need to be approved by both ADB and BAPEDALDA before civil works can commence. However, based on the Disaster and Emergency Assistance policy of ADB, civil works could be initiated even before the LARAP implementation has been completed. The ETESP implementation consultants will send quarterly reports detailing the progress achieved in LARAP, IEE and EIA implementation. An external monitoring agency will evaluate the way these documents have been implemented against relevant ETESP covenants and Government and ADB policies.
