Overview

Infrastructure has been recognized as one of the essential issues which are central to economic growth, human development, and poverty alleviation. Unfortunately, the current infrastructure service delivery has indeed hindered the process of growth. The overall goal of the RETA is to improve the efficiency and delivery of infrastructure services in Pacific developing member countries (PDMCs) to contribute to a better environment for private sector development, job creation, growth, and to facilitate access to social services for all.

The development partners have established a collaborative framework in order to address the priorities of infrastructure service delivery in the Pacific region. This collaborative framework will improve donor coordination and harmonisation and serve as a 'live' mechanism to draw in comprehensive information regarding achievements and lessons learned from relevant recent, ongoing, and planned activities of all participating donors, governments, and utilities and apply this productively to improving service delivery in the Pacific. This will also allow additional resources to be drawn in and targeted at specific needs, including potential resources from the private sector.

The initiative also builds upon the growing regional interest in these issues as reflected in the 2005 Forum Economic Ministers' Meeting (FEMM)* meeting reports and subsequent discussions with the Forum Secretariat. The goals of the Forum Secretariat and its member countries are articulated in the Pacific Plan*. The collaborative framework is highly consistent and supportive of the goals of the Pacific Plan, especially in relation to promotion of economic growth, sustainable development, and good governance. Within these goals, key objectives of the Pacific Plan are directly or indirectly supported by the objectives of the collaborative framework. There is interest in regional as well as country-specific solutions appropriate for the Pacific.

The expected outcomes include:

  • Focused strategies for infrastructure service delivery in participating countries
  • Enhanced knowledge sharing
  • Resource sharing - regionally / locally

The RETA will achieve:

  • Diagnostic analysis of service delivery
  • Feasibility study for a regional advisory unit
  • Strategy and action plan
