RETA 6265: Implementing Pilot Projects for Small Piped Water Networks

The regional technical assistance (RETA), approved on 25 October 2005, will demonstrate speedy delivery of piped water supply to urban or peri-urban areas in India, Philippines, and Viet Nam using small-piped water networks (SPWNs). The RETA aims to assist in achieving the MDG Target 10 on sustainable access to safe drinking water.
Many water utilities in developing member countries have low levels of coverage. Households who are not connected to the piped water system often buy water from water vendors at inflated cost, or get limited water supply from standpipes.
The core issue is to promptly connect these households to piped water at affordable price. Water utilities need to increase their areas of coverage. But on an agreed-upon interim basis, the small-scale water providers (SSWPs) or the homeowners associations can assist in expeditiously providing piped water to consumers until such time the water utility is able to do so. The implementation issue is to find financing mechanisms that is flexible and fast, and will respond to the needs of the people. SSWPs need to be regularized through a registration system and monitored the quality of construction, operation, and maintenance.
This RETA will address these issues in selected pilot areas, and determine potential for upscaling the pilot projects, and integrating SWPNs and SSWPs into both public and private sector loan projects.
