Viet Nam Pilot Project
ADB provided a grant of $100,000 to the Centre for Rural Clean Water and Environmental Sanitation (CERWASS). CERWASS through a local bank lent the funds to Thuan Phu Limited Company, a small service water provider (SSWP), to facilitate the implementation of the SPWN. The SSWP in turn repays the bank who in turn pays back CERWASS.
- Pilot Site
The project site is in Chau Thanh, is the third most populated district of Tian Giang Province and has a low service rate. The province is served by 96 SSWPs broken down as follows:
- 8 water stations
- 84 small-scale water providers (SSWPs)
- 2 water cooperatives
- 2 limited Companies
The pilot areas are in the following communes:

Tan Huong Commune Along the village road, open canal road, Thien Hoa Pagoda Street, and the road connecting Tan Huong and Tan Ly Tay Communes, there are about 520 households who do not have access to piped water. |

Tan Ly Tay Commune Along 866 Provincial Road going to Phy My, Le Van Hai Street, and road going to Hoa Tinh, there are about 700 households who do not have access to piped water. |

Thuan Phu Limited Company, established in 1998, is an SSWP supplying water in these two communes (Chau Thanh district is served by 25 SSWPs). The Tan Huong Water Station, under Thuan Phu Ltd, has three deep wells with a total capacity of 34 m3/hr. It consists of a pumping station of 2 submersible pumps at a total capacity of 24 m3/hr and a 15 meter-high water pressure regulation tower of 20 m3 storage capacity.
With the implementation of the pilot project, the additional number of household beneficiaries will be more than 1,000 compared to 730 household currently connected to the water piped system.

- Pre-Project Conditions
Non-piped HHs source their supply from wells, ditch water, rain water and vendors. The average consumption ranges from 5 cum from vendors up to 22 cum for own wells in the 2 communes with water payments ranging from 1 – 1.5% of monthly income.
- Project Results
The Pilot Project is successful in providing 500 households (about 2,500 inhabitants) have access to piped water in 3 months. Reduced power costs for those with pumps for tubewells. Women and children are relieved from the burden of carrying water from the well to their house.
- Project Learnings
With strong support from local authorities and a good public-private partnership arrangement, physical works can be implemented and completed much faster than ordinary procedures. Human resources development in water sector, especially rural water supply is vital for sustainable development. Unaccounted for water must be given higher concern as expansion of network will require higher pressure which will increase physical leaks in the system.
