2007

  • The Third Almaty Forum on Food Fortification was held on 29-30 October 2007 in Almaty. About 100 participants from Governments, the food industry and civil society groups reviewed the progress made so far in the fight against malnutrition, review achievements combating the problem in other parts of the world and to set new goals to move forward. The representatives of UNICEF, CDC, GAIN, IAOM and FFI took active part in discussions of the achievements and lessons learned of the ASDB/JFPR Project. The Forum was followed by the regional conference of the flour millers from 35 countries of East Europe, Central Asia and Middle East. 31 October 2007


  • The Cabinet of Ministers of the Republic of Tajikistan has adopted the draft law on the mandatory wheat flour fortification with vitamins and mineral additives and submitted the draft law for the consideration of the Parliament of Tajikistan. 31 July 2007


  • The representatives from the government agencies, food industruies, local authorities and NGOs reviewed the project achievements at the annual Project Evaluation Workshop, which was held in Mongolia on 25-26 July 2007. It was noted that the amount of iodized salt domestic production has increased and the iodized salt consumption at households level has reached 83% countrywide (MICS-III). The production of the fortified wheat flour has reached more than 30% of domestic production. The workshop discussed the constraints in production and supply of the fortified food products and the follow-up activities aimed to implement the project targets. 25-26 July 2007


  • The President of Kazakhstan did not endorsed the Law on the Food Safety, which was adopted by the Parliament and incorporated the article on mandatory wheat flour fortification. The Ministry of health was authorized to design and submit to the Government the draft law on the prevention of the iron deficiency anemia, which should contain the captured article. The editing group comprised of the representatives of the Ministry of health, Ministry of Agriculture and the League of Grain Processors and bakers of Kazakhstan plans to submit the draft law in mid-August 2007. 9 July 2007


  • The draft law on mandatory wheat flour fortification in Kyrgyz Republic was discussed at the public hearings of two Committees of the Parliament. The parliamentarians adopted the final draft for plenary review and recommended to amend the actual tax legislation with the incentives for premix procurement and fortified wheat flour production. The draft law and incentives planned to be considered by the Parliament at September 2007. 26 June 2007


  • New Law on Salt Iodization in Uzbekistan Will Help Millions of People 7 May 2007


  • The National Workshop of Importers of Wheat Flour and Bakery appealed for preferred import of fortified wheat flour to the Kyrgyz Republic 26 March 2007


  • The Civil Society in Tajikistan abandoned the production and distribution of non-iodized salt 19 February 2007


  • The brand of fortified wheat flour from Northern Kazakhstan got the golden medal at the competition of the flour milling and bakery products quality in Moscow, Russia January 2007

    28 September 2007 Final event of the Youth Campaign on IDD Prevention Tashkent, Uzbekistan The final event and press-conference, which was organized by Youth Movement KAMALOT, reviewed the communication and social mobilization activities, which were conducted in Syrkhandarya, Bukhara and Fergana provinces, and Karakalpakstan.
    25-26 July 2007 Annual Evaluation Workshop Workshop Ulaanbaatar, Mongolia Conducted with support of the Ministry of Health, Ministry of Food and Agriculture and Association of Flour and Salt producers. The participants reviewed the implementation of project activities and outlined the proposed actions to sustain quality salt iodization and wheat flour fortification.
    3 May 2007 Adoption of the Law on universal salt iodization in Uzbekistan Tashkent, Uzbekistan The Law stipulated the mandatory table salt iodization and abandoned the importation and distribution of non-iodized salt. The design and adoption of the law was supported by the Ministry of health, salt producers, ADB, JFPR, and UNICEF.
    26 March 2007 National meeting of the importers of wheat flour and bakery products Bishkek, Kyrgyz Republic Conducted by the Government of Kyrgyz Republic in cooperation with ADB and UNICEF. The meeting adopted the resolution on preferred import of fortified wheat flour to Kyrgyz Republic.
    8-9 February 2007 Civil Society Forum "Health Food – Health Nation" Khatlon, Tajikistan The forum was conducted by NGOs with the support of the Government of Tajikistan, ADB, JFPR, and UNICEF. The Forum discussed the issue of abandoning the production and sale of non-iodized salt from the open salt deposits in Khatlon Province.
    8 February 2007 Press-conference on the issues of iron-deficiency anemia and food fortification Astana, Kazakhstan Conducted with the support of ADB, JFPR food producers, and parliamentarians. The conference was aimed to provide advocacy support for adoption of the mandatory wheat flour fortification in Kazakhstan.
    17-18 January 2007 National Workshop on quality control on fortified food products Ulaanbaatar, Mongolia Conducted by the Government of Mongolia in cooperation with ADB and UNICEF. The workshop reviewed the issues of the quality control on production, import, and sale of iodized salt and fortified wheat flour in Mongolia.

    11-14 September 2006 Regional Mid-Term Review Workshop Cholpon-Ata, Kyrgyz Republic Conducted with support of ADB, JFPR, KAN and UNICEF. The Country teams prepared the presentations of achievements and lessons learned during the previous JFPR9052 period, and outlined the proposed actions and expected outcomes to achieve the country-specific JFPR objectives.
    27 April 2006 National Conference on Implementation and achievement of the National Iodine Deficiency Disorders Prevention Program Ulaanbaatar, Mongolia Conducted by the Government of Mongolia in cooperation with ADB and UNICEF. The conference aimed to assess the implementation of the law on IDD Prevention (2003) and the National IDD Program (2002-2006), and to design the follow-up activities.
    7-9 February 2006 Regional Meeting of Flour Millers and Bakers of Central Asia and Mongolia Almaty, Kazakhstan Conducted with the support of ADB, JFPR and UNICEF. The conference has the following themes: Ensuring Sustainable Wheat Flour Fortification; Quality Assurance and Control on Fortified Wheat Flour Production in Central Asia; Vendors Offers; Regional Cooperation and Trade in Central Asia.

    22-24 November 2005 Second Regional Meeting of Central Asia Salt Producers Tashkent, Uzbekistan Conducted with the support of ADB, JFPR and UNICEF. This is the second regional salt producer's conference following the first one organized in Bishkek, Kyrgyz Republic, on 12-13 July 2004. The conference has three objectives:
    • improve the capacity of salt industries in Central Asia and Mongolia to produce quality iodized salt, thus helping to eliminate iodine deficiency disorders in the region
    • provide an opportunity to the regional salt producers to present their products, knowledge, and services
    • establish networks between salt producers and suppliers of potassium iodate and equipment.

    September 2004 Improving Nutrition for Poor Mothers and Children in Asian countries in transition; JFPR 9005 Project final conference during the Almaty Forum 2004 Almaty, Kazakhstan

    The international conference brought to a close the Asian Development Bank's (ADB) first regional project designed to reverse the alarming increase in mentally and cognitively impaired children in the six participating countries, Azerbaijan, Kazakhstan, Kyrgyz Republic, Mongolia, Tajikistan, and Uzbekistan.

    The project, which was implemented in cooperation with the Kazakhstan Academy of Nutrition and UNICEF, promoted the production, distribution and sale of salt fortified with iodine and flour fortified with an iron-based premix. The project also included a wide public awareness component that informed the public in each country on the importance of consuming sufficient quantities of iodine and iron micronutrients.

    The participating countries have made strong progress in increasing the availability of fortified salt and flour. Importantly, significant progress has also been made in the passage of new legislation on salt iodization, which will ensure these improvements are not reversed.

    "This successful project has laid a solid foundation for further efforts in this critical area of mother and child health," said M.E. Tusneem, Director General of ADB's East and Central Asia Department.

    12-13 July 2004 First Regional Meeting "Quality Salt Iodization in Central Asia: Challenges and Perspectives" Bishkek, Kyrgyz Republic

    Salt producers of Central Asia shared their experiences in issues of salt production and quality iodization technology, sources of raw materials, equipment, labeling, quality control, domestic sales, intention for export/import. They discussed main challenges and problems of quality iodized salt production in Central Asia, perspectives for the governments and international agencies; commitment of salt producers and shaping of national IDD prevention programs.

    The meeting was also attended by ADB and UNICEF representatives, China Salt Export and Import Company, Lonestar Corporation (UK) and suppliers from India, and representative of European Salt Association.

    22-23 January 2004 National Conference on Micronutrient Deficiencies Dushanbe, Tajikistan

    The primary objective of the conference was to share the results of the nutrition survey in Tajikistan conducted in August-September 2003. The survey was jointly financed by JFPR 9005, UNICEF, the National Institute for Research on Food and Nutrition, Italy (INRAN), and WHO as a response to MOH's persistent request for support.

    Technical expertise was mainly provided by INRAN and the Kazakh Academy of Nutrition.

    The conference was attended by key stakeholders of Tajikistan including the Government, local governments, local and international NGOs, and development agencies. Kazakhstan, Kyrgyz Republic and Uzbekistan also sent delegations comprising the country project coordinators of JFPR9005, representatives of nutrition research institutes and their respective ministries of health.

    18-19 September 2003 Information Seminar on GAIN Initiatives in Food Fortification Almaty, Kazakhstan

    ADB and UNICEF CARK conducted this seminar.

    Participants from Kyrgyz Republic, Tajikistan, and Uzbekistan took part in discussion on the concept of GAIN initiative and the format of proposal to be submitted for GAIN Board. JFPR/ADB and UNICEF representatives assisted country teams in consideration of the proposals for GAIN funding.

    7-9 April 2003 Fifth regional Workshop on Policies on Food Fortification, and Monitoring and Evaluation Bishkek, Kyrgyz Republic

    The workshop focused on project implementation in the 18 months at country level (October 2001 - March 2003), presented lessons learned and discussed a number of practical issues related to implementation of the different project components.

    These were reviewed as well to establish a set of recommendations for program improvement. The issues of project auditing and improving of financial performance were discussed at parallel sessions.

    1-3 October 2002 Fourth regional workshop on Wheat Flour Fortification and Mid-Term Project Review Astana, Kazakhstan

    This workshop drew upon expert opinion from wheat flour millers and nutrition community on the issues of wheat flour fortification and its piloting implementation at the demonstration mills, and recommends activities in production, packaging and labeling, wholesale and retail monitoring, standards and enforcement, laboratory analysis, and policy development.

    During the workshop selected experts shared their experiences in various aspects of wheat flour fortification, such as production, establishment of national standards, quality assurance and control, and agency support for national efforts.

    1-6 July 2002 UNICEF/CDC/ADB workshop on design and implementation of national communication plans Astana, Kazakhstan The workshop was aimed to develop a strategy and plan of communication activities on micronutrients deficiency problem. It was participated in by NGOs, international and national agencies representatives, and CDC experts.
    19-21 June 2002 Third Regional Workshop on Food Fortification: Regulations/Standards and Quality Assurance/Control Tashkent, Uzbekistan This workshop was aimed to ensure that iodized salt and fortified wheat flour meet national standards and ensure the required amount of micronutrients to reach the beneficiaries of the JFPR Project. It was focused on a number of related regulations, standards and policy issues emerged. In this broader sense, establishing a quality assurance program includes activities in the different areas.
    4-7 March 2002 JFPR 9005 Project Administration and Management Workshop and Roundtable on Communication Strategy for Food Fortification Bishkek, Kyrgyz Republic The main objectives of the workshop were to:
    • assist CPOs to improve their work plans for project implementation
    • discuss major procurement, disbursement and consulting procedures.
    The objectives of the Roundtable on Communication Strategy for Food Fortification were to:
    • provide country teams with additional orientation on a framework and basic strategic components needed for effective communication activities in support of the project goals
    • assist country teams to improve their plans for communication activities.

    10-12 October 2001 Almaty Forum "Salt Iodization and Flour Fortification: Promoting Nutrition and Human Development for Central Asia and Nearby Countries in Transition" Almaty, Kazakhstan

    The conference was hosted by ADB, United Nations Children's Fund and Kazakh Academy of Nutrition, and supported by Japan Fund for Poverty Reduction.

    The meeting brought together representatives from all Central Asian countries, including public health services, private sector (federations of flour millers and bakers and salt producers), non-governmental organizations that focus on women and children, representatives of external assistance agencies and senior government and local officials.

    The main objective of the Roundtable was to seek policy commitment and agreement on the essential requirements for fortifying salt and flour, upgrading regulatory and trade policies, enriching food for the poor, conducting population surveillance and food quality monitoring. Representatives of the Government of Japan, Government of Kazakhstan (hosting country), ADB, UNICEF and KAN addressed the participants.
