TA 4054-INO: Power Welfare Scheme (Piggybacked with Loan 1982)

Purpose

The TA aims to design and implement a power welfare scheme (PWS) for low-income rural households in the outer islands of Indonesia. The project has potential benefits for the poor, particularly in the rural areas, and low-income households can expect significant long-term impacts from extension of power supply. The PWS will be designed and implemented to defer the cost of electricity supply and minimize initial expenses, allowing household income to rise in a reasonable level. As a pilot scheme, a revolving fund will be established to benefit 10,000 poor households.

Status

  • Phase I was completed in June 2004 with submission of the consultant's report.
  • The Steering Committee was formed in August 2004 & the project implementation unit was set up in December 2004.
  • PLN, the EA, prepared a work and expenditure plan for implementation of phase 2 activities, which started in May 2005.
  • A minor change in scope was approved on 23 Nov 2005 to recruit a coordinating facilitator to assist PLN in implementing phase 2 activities.
  • Steering Committee meeting with PIU held in May 2005 to discuss implementation of phase II
