TA 4137-INO: Carbon Sequestration through CDM in Indonesia

Objectives:

  1. The long-term goal is to assist the Government to earn certified emission reduction (CER) units for the reduction of GHG emissions through the CDM, and promote sustainable forest development.
  2. The immediate purpose is to develop the capacity of the Government for pilot testing a carbon sequestration project under the CDM to help Indonesian stakeholders better understand the processes, implications, and potential applications of the CDM.

Outputs of the TA:

  1. A review of the previous studies and a synthesis of lessons learned on carbon sequestration as applicable under the CDM.
  2. A position paper on CDM-carbon sequestration projects for Indonesia for discussion at the Tenth Conference of the Parties (COP10) of the United Nations Framework Convention on Climate Change (UNFCCC).
  3. Evaluation and simulation of land use, land use change, and forestry (LULUCF), with and without CDM participation, in at least two pilot areas.
  4. Demonstration of the processes involved in earning CERs through carbon sequestration.
  5. Documentation and dissemination of the processes for earning CERs.
  6. Preparation of sustainable forest development strategies for at least two pilot districts.

Status:

The second progress report was submitted to ADB on 6 June 2005. The key activities completed and the outputs of the TA are the following:

  • Preparation of the position paper for Indonesian delegation to COP 10.
  • Site selection and analysis of CDM eligible land. Process and methodology for site selection approved by the National Steering Committee. CIFOR and ICRAF completed analysis of CDM eligible land in Indonesia.
  • National workshop on capacity building for PDD development was held from 1-3 February 2004 and attended by 176 participants form various agencies and groups. Thirty-five districts were represented at the workshops and 5 of them produced project concept on AR-CDM during the workshop.
  • National project identification workshop was held from 28-29 April 2004 and 26 participants from 13 districts attended it. Each district identified one or more candidate sites for AR-CDM project development and produced project concept. Four sites were recommended for PDD development.
  • A working paper that reviews progress at the international and national level on issues related to implementation of AR-CDM was prepared by consultants and approved by NSC. The report reviews international and national issues in light of decisions made at COP 10 and progress towards national preparation for implementation of the CDM.
  • The first progress report was submitted to the Government and ADB on 30 November 2004 and was discussed during the tripartite meeting on 4 February 2005. All parties agreed to the schedule proposed in the report.
  • Thirteen candidate districts were invited to participate in the National Project Identification held from 28-29 April 2005.
  • The second progress report was submitted to the Government and ADB on 11 June 205 and the draft final report was submitted on 4 December 2005.
