TA 6064-REG: Climate Change Adaptation Program for the Pacific (CLIMAP)

Objectives:

The goal of the TA is to ensure that Pacific developing members countries (PDMCs) of the Asian Development Bank adapt to climate change and variability (CCV). The purpose of the TA is to mainstream climate change adaptation through integrated risk reduction (CCAIRR), on a pilot basis, in developing planning and management in selected PDMCs and ADB operations.

Outputs:

The TA outputs will include
  1. a review of completed and ongoing programs on climate change vulnerability and adaptation, with specific regard to relevance, appropriateness, and applicability of CCAIRR;
  2. preparation of guidelines and pilot mainstreaming of CCAIRR into ADB project operations to better respond to country needs; and
  3. at the country level, two selected PDMCs (FSM and Cook Islands) will undertake mainstreaming of CCAIRR on a pilot basis at the national development planning, sector programs, and project activities level.

Outputs:

  1. Report on climate change adaptation mainstreaming at the ADB level;
  2. Climate stocktaking review report;
  3. Climate support kit;
  4. Guidelines for Adaptation Mainstreaming (GAM) - a review of an overview of climate-related risks in the region; describes policies, procedures and tools for enabling climate risk assessment to be undertaken within ADB’s strategy and program development processes;
  5. Country climate risk profiles for 8 countries;
  6. Project adaptation briefs for selected projects in the pipeline
  7. National guidelines and a manual of instructions to mainstream adaptation to climate change.

The report has been published in a book entitled "Climate Proofing: A Risk-based Approach to Adaptation" and a summary booklet "Summary for Policy and Decision Makers". The book was launched in two side events at the Ninth Conference of the Parties (COP11) to the United Nations Framework Convention on Climate Change held from 28 November – 9 December 2005 in Montreal, Canada.

Outcomes:

A key output (National Guidelines for Mainstreaming Adaptation to Climate Change) has been adopted by the Government of the case countries. The TA has contributed significantly to the way climate change adaptation should be implemented. It has provided a viable foundation for the mainstreaming of climate change adaptation strategies to programs and projects, and into country economic development.
