TA 4173-UZB: Off-Grid Renewable Energy Development

Purpose

The TA will undertake a comprehensive assessment of the potential for renewable energy (RE) options in small towns and rural areas in Uzbekistan. The TA also aims to develop viable pilot scheme of RE options in selected off-grid areas.

Outputs

The expected outputs include
  • a review and assessment of the potential for RE,
  • an action plan to improve RE,
  • designs of pilot projects for the most appropriate RE options;
  • detailed feasibility assessment for the increase of pilot projects including an assessment of financing mechanisms, and
  • dissemination of TA findings.

Status

  • A tripartite meeting was held on 30-31 July 2004. It was agreed during the meeting to strengthen focus on SHP and also agreed in principle to additional expertise on a cost neutral basis.
  • Inception Report was received on 4 November 2004.
  • Changes on the work plan were discussed and agreed upon during the tripartite meeting held on 24 March 2005. The executing agency and ADB mission agreed that the consultants undertake a detailed feasibility review of selected six small hydropower projects and further work on the policy/demonstration sites because implementation of the latter was determined to be not feasible. It was understood that the Government of Uzbekistan might seek ADB loan in 2008 based on the results of the feasibility studies.
  • The draft final report was submitted in June 2005 & the final tripartite meeting was held on 21 July 2005. The TA scope & priorities were modified during implementation to suit ADB & Government problems. This has resulted in implementation delays and adjustments in consulting input.
  • TA has identified 5 small hydropower plants for development through ADB loan in 2006.
  • Consultant's Final Report received on 24 Aug 2005 is satisfactory. Submission of the required certificates by the consultants is awaited so that the TA account can be closed
  • TA has been completed.

Outputs

Final Report includes (i) a review and assessment of the potential for RE, (ii) an action plan to improve RE, (iii) designs of pilot projects for the most appropriate RE options; (iv) detailed feasibility assessment for the increase of pilot projects including an assessment of financing mechanisms.

Outcome

TA has identified 5 small hydropower plants for development through ADB loan in 2006.
