ADB Reform Agenda

The ADB’s reform agenda was initiated during the Special Assembly of staff on 14 June 2004. It was later adopted on the basis of the President’s Reform Agenda Note [ PDF ] issued on 25 August 2004. It is a comprehensive and ambitious reform agenda to enhance development effectiveness of its operations through reform of policies, strategies, processes, and programs. The agenda aims to make ADB more effective in delivering country development outcomes and in reducing poverty in developing member countries.

The reform agenda is guided by the enhanced Poverty Reduction Strategy (PRS) and the Long-Term Strategic Framework (LTSF) (2001-2015). The PRS adopted poverty reduction as ADB’s overarching goal and laid out the framework for achieving it. The LTSF outlined ADB’s long-term goals and fundamental operating principles. Negotiations for the Asian Development Fund IX provided the impetus for ADB to consolidate ongoing and planned reform initiatives into an institution-wide reform agenda.

The ultimate responsibility and accountability for carrying out the reform agenda lies with ADB’s Management. Under the overall guidance of the President, vice presidents are playing a key role in steering the agenda and communicating internally and externally ADB's commitment to the agenda.

The responsibility for implementing a specific reform initiative and monitoring its progress lies with the focal department or office [ PDF ] concerned. However, line management of the organization is also responsible for implementing adopted policies or strategies.

A Reform Coordination Committee (RCC) facilitates the reform process by

  • coordinating the implementation of the agenda
  • monitoring its progress
  • communicating with staff and stakeholders.

The committee is led by the Managing Director General, assisted by RCC Secretariat.
