Reinforced Knowledge Management
ADB defines knowledge management as the way organizations create, capture, store, retrieve, enhance, disseminate, and apply knowledge to achieve organizational objectives.
ADB manages knowledge in various ways. The overarching strategy is set by the knowledge management framework.
The operational departments help implement the framework by, among other things, embedding best practice and latest or most appropriate technology in ADB-supported projects. The work of the operational departments is supported and complemented by the work of four knowledge departments:

| 1. Implement a knowledge management action plan |

To prepare a knowledge management framework and action plan.
ADB's knowledge management framework adopted will pursue two mutually supportive goals:
- increased assimilation of and dissemination by ADB of relevant and high-quality knowledge to DMCs and other stakeholders
- enhanced learning-knowledge capture and sharing-within ADB.
The framework's action plans were designed to achieve five distinct but complementary outcomes:
- improved organizational culture for knowledge sharing
- improved management system of knowledge products and services
- improved business processes and information technology (IT) solutions for knowledge capture, enrichment, storage and retrieval
- well-functioning communities of practice or networks
- expanded knowledge sharing, learning, and dissemination through external relations and networking

| 2. Prepare and implement a public communications policy |
|
To review the Information Policy and Strategy and the Policy on Confidentiality and Disclosure of Information adopted in 1994 and prepare a new policy.
The objectives of the new Public Communications Policy (PCP) adopted are to promote
- awareness and understanding of ADB activities, policies, strategies, objectives, and results among ADB constituents, other stakeholders, and the public
- sharing and exchange of development knowledge and lessons learned so as to provide fresh and innovative perspectives on development issues
- participatory development, ensuring a greater two-way flow of information between ADB and its stakeholders, including project-affected people
- transparency and accountability in ADB operations

| 3. Implement the Information Systems and Technology Strategy 2004-2009 (ISTS II) |
|
To formulate a plan that will provide a broad course of action for ADB's IT environment for the period 2004-2009.
ISTS II prioritizes key initiatives that would fulfill the following:
- provide systems and data that support ADB's results-based agenda and action plan on managing for development results
- deliver a framework for knowledge management solutions that provides internal and external exchange of information
- institutionalize the business and IT partnerships to foster the appropriate degree of ownership and direction
- develop an enabling IT infrastructure and services that are secure, available, responsive and reliable
