Energy

In the energy sector, regional impact and global warming issues such as acid rain and greenhouse gas abatement, require effective cross border commitment. ADB initiated the support of capacity building for formulating national strategies for climate change in the Asia-Pacific.

ADB's regional cooperation in energy sector has been very active on energy trade. By grouping sub-regionally, the energy trade results in more efficient and stable energy production and consumption among all the participants.

Examples of projects under consideration are

  • rehabilitation of power transmission lines, stations and load dispatch centers that interconnect Kazakhstan, Kyrgyz republic, Tajikistan, Turkmenistan, and Uzbekistan
  • construction of power transmission line to interconnect the power system of Lao PDR, Thailand, and Viet Nam
Other Activities

2004

Greater Silk Road Initiative 2005 (November 2004)
Main outputs and outcomes include:

  • forums for continued dialogue among member countries and multilateral institutions under the CAREC mechanism
  • sector road maps and new regional projects, particularly in priority areas of transport, energy, trade facilitation and trade policy
  • analytical studies on regional cooperation
  • strong and effective constituencies for regional cooperation
  • expanded networks for information exchange and dissemination.

Support to Strategize Regional Cooperation in Southeast Asia (June 2004)
Outputs include

  • expert studies in transport and energy development, providing up-to-date analysis and projecting key trends in regional infrastructure demand and supply
  • regional cooperation projects and programs identified through in-country consultations on priority sectors.

2003

Preparing the Power Distribution in Cambodia and GMS Transmission Project

Preparing/updating feasibility studies designed to facilitate international power transfers and stimulate equitable economic growth across the country to promote sustainable poverty reduction. (2003 technical assistance)

Study for a Regional Power Trade Operating Agreement in the GMS

Helping GMS members prepare a regional power trade operating agreement, taking into account the IGA and desirable forms of power trade in the GMS so as to provide reliable and economical supply of electricity to consumers, develop sustainable energy resources, and extend economic cooperation in the GMS.

2002

Regional Power Transmission Modernization Project involving Tajikistan and Uzbekistan

Improving the operation and efficiency of the regional power transmission system and enhancing economic regional power trade and cooperation among the Central Asian republics.

Feasibility Studies of the Turkmenistan-Afghanistan-Pakistan Natural Gas Pipeline Project

Preparing a technical and economic feasibility study for the TAP Project. This feasibility study, along with the other listed studies, will be used by the governments of Turkmenistan, Afghanistan, Pakistan, and, possibly, India as a basis for the

  • intergovernmental framework agreement required to implement project construction, operation, and gas sales
  • gas sales and purchase contracts between Turkmenistan
  • purchasers of gas from the Dauletabad field
  • transportation contract between Turkmenistan and the gas pipeline consortium

2001

Preparing the Regional Gas Transmission Improvement Project in the Central Asian Republics

Formulating a regional project suitable for ADB financing to improve the gas transmission network in the five countries to facilitate access to modern energy by the rural poor, regional major cities, and commercial centers.

2000

Regional Indicative Master Plan on Power Interconnection in the Greater Mekong Subregion

The main objectives of the technical assistance are to

  • update the subregional transmission master plan proposed as part of the 1996 power transmission study, taking into account the recent economic changes, ongoing power sector reform in Thailand, and increased viability of the use of natural gas in the subregion
  • harmonize transmission planning, design, and operational practices to promote subregional power trade
