Governance and Capacity Building

As a regional multilateral development bank dedicated to reducing poverty in its developing members countries (DMCs), ADB has a long history of working with governments to improve their institutions, legal systems, and public sector processes.

In addition to supporting individual DMCs, ADB also supports regional initiatives to improve governance. For example, the ADB/OECD Anti-Corruption Initiative for Asia-Pacific involves eighteen countries that have endorsed an action plan for addressing corruption. More specifically, its anti-corruption and accountability efforts, particularly the adoption of the International Organization of Supreme Audit Institutions (INTOSAI) standards, through Asian Organization of Supreme Audit Institutions (ASOSAI), involve Thailand, Cambodia, Lao PDR, and Vietnam.

Also, a regional trade facilitation and customs cooperation program is underway in selected Central Asian Republics.

Developing and Implementing the Pacific Plan for Strengthening Regional Cooperation and Integration

Aiming to increase participation, ownership and regional collective action by helping the Pacific Plan Task Force and its members states increase their appreciation of regionalism, and the issues related to the costs and benefits of Pacific regional cooperation and integration.

Greater Mekong Subregion Phnom Penh Plan for Development Management II (March 2005) [ PDF ]

Improving the efficiency and effectiveness of development management in GMS countries that will enhance economic growth and social development by developing a core group of development managers and leaders with the capacity to operate as motivated and competent change agents who will manage the complex and challenging GMS development agenda

2004

Capacity Building for Regional Cooperation in Central Asia

Strengthening the capacity for regional cooperation under the OIF so that participating countries can assume greater roles and responsibilities in planning, implementing, and coordinating the CAREC program.

Decentralization in Social Sectors (December 2004)
Developing the service delivery capacity of social sector and local government agencies by

  • strengthening the managing for development results (MfDR) orientation of social sector and local government agencies in three gradually decentralizing countries, namely, Cambodia,Indonesia, and Mongolia
  • establishing mechanisms for knowledge management and exchange within and between the three countries.

Strengthening the Greater Mekong Subregion Economic Cooperation Program (September 2004)
Outputs include:

  • increased capacity of GMS governments in preparing and implementing GMS Program activities through hands-on learning by the GMS national secretariats and concerned units of line agencies in member countries
  • enhanced capability of the GMS Program to respond quickly to new demands and unforeseen problems and challenges
  • increased involvement of stakeholders in the design and implementation of GMS initiatives
  • increased resource mobilization for the GMS Flagship Programs
  • improved information dissemination and awareness of the GMS Program’s strategic orientation and flagship initiatives.

Reviewing the Poverty Impact of Regional Economic Integration in the Greater Mekong Subregion (May 2004)
Determining how increased connectivity between the GMS countries through infrastructure and communications development may be managed to ensure that the economic and social status of the poor will be significantly enhanced

2003

Preparing a Pro-Poor Subregional E-Government Project for Providing Basic Service Delivery to Remote Communities in the Pacific (May 2003)

Assisting PDMCs in assessing their e-government demand and implementation capacity, mainly with reference to basic social service delivery to remote and disadvantaged communities. The TA will also identify and formulate a regional propoor e-government project for providing basic service delivery to remote communities, including a feasibility study suitable for financing by ADB or other external funding agencies, and assess its long-term sustainability.

2002

Technical Training and Capacity Building in Support of the ASEAN Economic Surveillance Process (ASP)

Training officials from ASEAN member countries in economic and financial surveillance and related policy-making activities, in support of ASP.

Capacity Building for Implementing Early Warning Systems (EWS) in ASEAN + 3 Countries

Continuing ADB's support for collaborative efforts among the ASEAN+3 countries (Cambodia, PRC, Indonesia, Republic of Korea, Lao People's Democratic Republic, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Viet Nam.) to develop EWS models against potential economic and financial sector vulnerability, as part of a broader set of self-help arrangements involving the exchange of information, economic monitoring, and policy dialogue.

GMS Phnom Penh Plan for Development Management

Developing a core group of development managers with the capacity to operate as motivated and competent change agents, through training programs focusing mainly on middle-and senior-level executive management training at premier educational institutions in the region.

Strengthening Results-Based Management (RBM) for Sector Agencies

Improving sector agencies' understanding and applications of RBM systems by paying special attention to RBM issues arising from the broader context of public administration reform.

Capacity Building Resettlement Risk Management

Developing instruments to minimize poverty risks for people dispossessed of assets, incomes, and resources under ADB-financed projects through a regional framework.

Network of Public Administration Institutes of the Asia and Pacific Region

Enhancing the capacities of the public administration institutes of Developing Member Countries (DMCs) and their contribution to making government in DMCs more efficient and effective.

Preparing a Pacific Governance Strategy

The objectives of the Technical Assistance are to disseminate the findings and conclusions of the Country Governance Assessment work undertaken by ADB, generate shared understanding of governance challenges facing Pacific developing members countries (PDMCs), enhance the commitment of all stakeholders to a governance improvement agenda, and explain the rationale for ADB's strategy to enhance governance in the Pacific and its application in each PDMC.

Promoting Good Governance in East and Central Asia

Supporting an in-depth review and assessment of the existing political and economic governance structures, and state of legal and regulatory policies and institutional frameworks to identify the issues and constraints facing governance, private sector development, and financial management.

2001

Pacific Financial Technical Assistance Centre

Ensuring that PFTAC will continue to provide assistance to PDMCs so as to strengthen and improve their economic and financial management capacities. This will enable governments in the region to make progress towards effective and efficient government, better public resource allocation, and macroeconomic stability.

Gender and Governance Issues in Local Government

Institutional strengthening and policy work at the grassroots level of government, capacity building for female representatives on a pilot basis in selected districts, and a regional study and workshop.

2000

Capacity Building for Financial Regulation and Supervision

Promoting the development of sound financial systems, effective implementation of regulation and supervision, and compliance with international best practices.

Long-Term Regional Training Program for Members of the South Pacific Association of Supreme Audit Institutions (SPASAI) Phase II

Strengthen the capacity of SPASAI and individual Supreme Audit Institutions (SAIs) and, at the same time, encourage cooperation among the SAIs in the region.

1999

Strengthening Financial Management and Governance in Selected Developing Member Countries (DMCs)

A diagnostic review of the existing accounting and auditing support and standardsavailable in the selected DMCs.
