Technical Assistance to India for Capacity Building for Social Development --TA No. 3365-IND

  • Creation of Environment and Social Development Unit, May 2001

    The National Highway Authority of India (NHAI) issued an Official Order formally creating the Environment and Social Development Unit (ESDU).

    Task

    The ESDU will address social issues arising out of project implementation such as land acquisition, rehabilitation and resettlement, public consultation and economic relocation among others.

    Goal

    Through ESDU, NHAI expects to improve its capacity to design, implement as well as monitor and evaluate resettlement plans for households displaced by development projects.

  • Training of Trainers, April 2001

    NHAI personnel and selected representatives from NGOs underwent intensive training on social development and resettlement.

  • Video documentaries released, February 2002

    ADB recently released two new video documentaries produced under this technical assistance. "Social Development: Quality Life for All," introduces the concerns for social issues in development at the policy and project levels while "Involuntary Resettlement in Industrial and Transport Projects" highlights key principles and cites several good practices in resettlement. NHAI prepared a resettlement policy which will be applied to all it's road development projects. ESDU will be responsible for ensuring compliance to the policy. Formalization of the policy is expected shortly.
