Small Scale Technical Assistance for Sri Lanka: Capacity Building for the National Involuntary Resettlement Policy -- TA No. 3792-SRI

Key Outputs, 30 June 2003

The TA was successfully completed in June 2003 with the following key outputs

Grant Approval, 11 December 2001

ADB President Tadao Chino approved a grant to enable the Government of Sri Lanka (GOSL) to sustain the momentum developed under TA 3246. The funds were used to assist the GOSL in implementing the National Involuntary Resettlement Policy (NIRP).

Key Activities:
  • Prepare amendments to the Land Acquisition Act
  • Strengthen capacity within the Central Environmental Authority (CEA) and Ministry of Lands (MLD) to implement the Policy
  • Assist in preparing operational guidelines for implementing the Policy, a process manual for MLD and resettlement planning guidelines for CEA
  • Assist in training line ministry staff, including provincial level staff and if funds are available, extend training to NGOs and external agencies

Recognizing the importance of this endeavor, the World Bank realigned funds from their Environmental Action No. 1 Project (EA1P) amounting to $191,600 to support activities related to implementing the NIRP and to provide equipment to strengthen the resettlement unit within the MLD.

Urban Sector Policy Framework Drafted

In April 2002, GOSL appointed a Task Force to coordinate the Formulation of an Urban Sector Policy Framework [PDF]. The Working Group came up with a draft policy framework which include important policy principles from the National Involuntary Resettlement Policy.
