Frequently Asked Questions

What is the Consultation Phase?

The Consultation Phase is a venue where project-affected people can find solutions to problems caused by ADB-assisted projects. It seeks consensus-based solutions to complaints and attempts to find cost-effective ways in addressing them. It does not, however, supplant the existing project administration and problem-solving functions of ADB's operational departments.

Does the Office of Special Project Facilitator (OSPF) accept anonymous complaints?

Anonymous complaints are not accepted. The identity of the complainant, however, shall be kept confidential if requested.

Does OSPF accept all complaints?

Not all complaints are eligible. A number of exclusions are provided for in the Consultation Phase.
