The Project will put mechanisms in place to provide affordable housing for the poor, through (i) improving access to housing, (ii) providing appropriate financing of shelter, and (iii) strengthening low-income communities.

The Project will address the institutional and financial obstacles preventing the poor from connecting to the grid. It will take the form of a revolving fund, initially funded by grants and managed by microfinance institutions. Poor households will be able to access the fund to amortize the upfront connecting costs.
