    Leadership Enhancement and Advancement Program (LEAP)

    The broad goal of this regional technical assistance is to improve the efficiency and effectiveness of development management in ADB's Pacific developing member countries (PDMCs), including the Solomon Islands , in order to enhance their economic growth and social development. A core group of development managers was created through programs for executive management training at premier educational institutions in the region. Mainly middle- and senior-level managers are trained, with the objective of creating motivated and competent change agents. The specific objectives are to:

    • strengthen the capacity of middle- and senior-level managers to manage development plans, programs, and projects in government, the private sector, and civil society organizations;
    • reinforce partnerships and strengthen cooperation among PDMCs; and
    • develop institutional capacities through twinning arrangements with leading development management training institutions.
