    Subsector: National Government Administration

    Institutional Strengthening of the Ministry of Infrastructure and Development (MID)

    The purpose of the technical assistance (TA) is to strengthen MID institutional capacity to effectively plan, manage, and finance infrastructure development in a sustainable manner by providing training and assistance to counterpart staff in developing requisite skills. Additionally, a National Transport Plan will be prepared and a Transport Policy and Planning Unit established. A National Transport Fund will also be established, and a contract procedures manual will be prepared.

    Subsector: Law and Judiciary

    Supporting Business Law Reform

    The TA aims to contribute to an improved business environment that will lead to enterprise, investment, and economic growth. The TA will help

    the Government take significant progress in rationalizing laws and legal institutions.

    Improving the Legal Business Environment in the Pacific Region

    The RETA aims to improve the legal business environment in the Pacific islands to support the development of a strong and dynamic private sector, including improved corporate and public governance, and increased productivity and investment.

    Subsector: Economic Management

    State-Owned Enterprise Reforms and Private Sector Participation

    The goal of the TA is to support the Government in its efforts to improve the environment for the private sector. Its purpose is to assist the Government to improve state-owned enterprise (SOE) ownership arrangements, accountability, and performance. The expected outputs of the TA are:

    • sound government policy on SOE ownership, performance, and divestment
    • private sector participation in prioritized SOEs (including full privatization)
    • adequate legal and regulatory frameworks for those sectors in which privatized SOEs will operate
    • a reporting and performance monitoring regime for SOEs that will remain under state ownership
    • on-the-job training for key stakeholders in Government and SOEs.

    Developing and Implementing the Pacific Plan for Strengthening Regional Cooperation and Integration

    The goal of the regional TA is to strengthen the contribution of Pacific regional cooperation and integration to development outcomes in ADB's Pacific developing member countries (PDMCs). To achieve this goal, the TA will focus on improving the capacity of Pacific island countries and members of the Pacific Plan Taskforce (PPTF) to assess and take actions that successfully improve regional cooperation and integration in the Pacific. The main outputs of the TA are:

    • enhancement of the capacity of members of the PPTF to recommend a Pacific Plan underpinned by a clear rationale, including an analytical framework for cost-benefit analysis of regional options
    • increased PDMC capacity to analyze the Pacific Plan recommendations and frame appropriate responses and follow-up actions, based on improved understanding of the costs and benefits of regional programs and options.

    Mainstreaming Environmental Considerations in Economic and Development Planning Processes in Selected Pacific Developing Member Countries (PDMCs)

    This regional TA will support preparation country environmental analyses that will provide inputs to ADB country and strategy programs for selected PDMCs of ADB, including the Solomon Islands . They will also contribute to the countries' medium-term development strategy, particularly in addressing key environmental challenges. The TA's main objective is to mainstream key environmental concerns into economic and development planning processes and to help reduce poverty in PDMCs. The TA will:

    • identify priority areas in policy, institutional and legislative mechanisms, and programs/projects that will help mainstream environmental concerns into economic development planning
    • strengthen understanding among policy making, economic planning, and environmental authorities about key environmental and natural resource management issues and their link with macroeconomic and national development goals.

    Subsector: Public Finance and Expenditure Management

    Pacific Financial Technical Assistance Centre (2004)

    This regional TA will support the Pacific Financial Technical Assistance Center (PFTAC) to enable its continued provision of necessary assistance to ADB's Pacific developing member countries (PDMCs), including the Solomon Islands. The aim of PFTAC assistance will be to strengthen and improve PDMC's economic and financial management capacities. The enhancement of such capacities is expected to facilitate PDMCs progress toward effective and efficient economic and financial governance, public resource allocation, and macroeconomic stability.
