Improving the Climate for Investment and Productivity

Background

Promoting the role of private sector in development is one of the three cross-cutting strategic themes of ADB's Long-Term Strategic Framework. To pursue this strategic theme, there is a need to analyze the various factors that make up the investment climate in order to identify effective ways to deal with them. Those factors include entry and exit, infrastructure, regulatory burden, governance and corruption, labor market, etc. This technical assistance (TA) probes the constraints and impediments to investment and productivity increases by conducting a firm-level survey, analyzing the data, and drawing conclusions and recommendations toward improving the investment climate.

The TA is undertaken with the cooperation of its counterpart in the World Bank (the Development Research Group), which is carrying out the project in its member countries in different parts of the world (in collaboration with the pertinent regional multilateral development banks) including some Asian developing countries (http://www.worldbank.org/research/facs).

Objective

The goal of the TA is to help improve the environment for investment and productivity in Philippines, thereby fostering private sector development that contributes to sustained poverty reduction. To achieve this goal, the TA will support the conduct of a survey and analysis of business establishments to: (i) probe the constraints to private investment and productivity growth; (ii) examine how Philippines compares with other countries in terms of competitiveness and productivity; and (iii) identify effective ways to deal with impediments to investment and productivity growth. The results of the survey and analysis will provide policymakers with suitable guidance on how to enhance the climate for investment and productivity, thereby making Philippines catch up with the leaders in international competitiveness.

Scope

The TA has three principal components. First is the conduct of a large-scale survey targeting around 800 manufacturing firms, stratified by sector and size, in the following sectors: food and food processing, garments, textile, and electronics and electrical equipments. The survey adopts a common core questionnaire also used in several developing member countries to ensure cross-country comparability. The core questionnaire is supplemented by questions of special interest and concern to the Philippines. Second is the analysis of survey data, drawing of conclusions, and formulation of policy recommendations. Third is the dissemination of the results of the study through conferences, seminars, workshops, and publications on the website and in print for maximum publicity to all stakeholders and the general public.
